Circumcision is a common practice in this world.
While it used to be that only the Jewish faith practiced this kind of procedure on their newborn males, it soon spread to the rest and now it is a recognized practice in terms of the newborn.

The penis, with the foreskin cut back, is much easier to take care of. There is far less chance that dirt and such will build up and cause infection.
This meant less work for the parents of the newborns as cleaning the child was far less difficult. So circumcision became second nature and today parents must specifically stipulate that they do not want their child circumcised or it is an automatic procedure following birth.

As the male gets older the foreskin eventually grows against the penis and basically fuses with the rest of the stalk.
This comes from the folding down of the skin flap when it is clipped during the procedure. So it is difficult to make this kind of thing happen. However, there are many procedures available that have shown promise in this area.
There are surgical methods for foreskin restoration, but they can be highly painful. The best idea is the non-surgical methods, such as using a traction device or penile weights. The outcome is a natural stretching of the penis foreskin to its original state.
